    The Congress of the United States has become an overpaid, overstaffed, self-serving institution. It confiscates taxpayer funds to finance exorbitant and unconstitutionally determined salaries, pensions, and perks. Most members of Congress have become more accountable to the Washington establishment than to the people in their home districts. Both Houses of Congress are all too often unresponsive and irresponsible, arrogantly placing themselves above the very laws they enact, and beyond the control of the citizens they have sworn to represent and serve.
 
    The Federal Government was clearly established as a government of limited authority. The Tenth Amendment to the Constitution specifically provides that: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

    Over time, the limitations of Federal Government power imposed by the Constitution have been substantially eroded. Preservation of constitutional government requires a restoration of the balance of authority between the federal government and the States as provided in the Constitution, itself, and as intended and construed by those who framed and ratified that document.

    It is time for the American people to renew effective supervision of their public servants, to restore right standards and to take back the government.  The first steps are to have both houses pass an amendment that installs term limits on their members.

    We, the TERM LIMITS FOR THE UNITED STATES CONGRESS Party, feel that Congress should be limited to 12 years per House.  That is, two-6 year terms for each member of the Senate and six-two year terms for each member of the House of Representatives. 

    The second steps are to have the Congress pass the necessary amendments to provide we the people with a direct voice on national affairs.  This will be accomplished by having Congress provide national referendums to all registered voters in our country. These referendums will be binding and the Congress must implement the referendums with the majority of votes within six months.

    The TERM LIMITS FOR UNITED STATES CONGRESS Party wants their platform to be meaningful and effective. This is achieved by electing new members to both houses that believe in these two basic issues.
 
    Binding candidates to these issues helps assure TERM LIMITS FOR UNITED STATES CONGRESS Party members that their platform will be an effective influence in public policy debate.  Members are also assured that party resources, which are contributed by all, are used only for candidates that support a good share of The TERM LIMITS FOR UNITED STATES CONGRESS Party public policy views. Candidates are not bound to the entire platform. This allows them to uphold their core convictions and constituent interests without endangering their TERM LIMITS FOR UNITED STATES CONGRESS Party endorsement.  On non-platform issues, TERM LIMITS FOR UNITED STATES CONGRESS Party candidates are free to maintain positions as they choose, even positions opposite those of other TERM LIMITS FOR UNITED STATES CONGRESS Party candidates. This arrangement strikes a balance between candidate, constituent, and party, allowing TERM LIMITS FOR UNITED STATES CONGRESS Party candidates to maintain personal integrity, constituent fidelity, and meaningful party bond.
